Although this is possibly based on obtaining a better health condition for those who smoke, [and not being from India, I have no percentage of the numbers who smoke], I would remind everyone that many cancers are not caused by smoking.
It is a very good thought, but what other environmental conditions are present in India, which are also contributing to many cancers?
Air pollution, water pollution, asbestos, and other hazardous materials, products used and handled without the use of protective equipment, even tainted food products.
There are also questions about what percentage of cancer in your country is truly caused, directly, by smoking.
My husband died of Mesothelioma, a cancer caused by direct exposure to asbestos. He was a non-smoker.
It is scientifically proven that urban area citizens who breath the air and are non-smokers, in many large cities around the world, breath in a large percentage of toxic substances....just by breathing.
The point being, just quitting smoking may help, and certainly doesn-t hurt, but more should be done about other pollution which also causes a larger percentage of cancers.

It isn-t easy to just quit smoking,
to ba able to quit smoking you have to really want to quit for your self,
not someone telling you to quit or even just using products to help quit smoking it won-t work you really have to want to quit and be ready otherwise it really just wont work.
