The test is a Nicotine Metabolite Screen. This test is used as a marker for active smoking, medical surveillance and smoking cessation programs.
My Mum, has just started quitting smoking and they can test you by doing a carbon monoxide test, it reads the level of carbon monoxide that you have in your body when you blow into the tube thing. My Mum-s carbon monoxide level was 40. it-s supposed to be about 3! Lol. Its around 70 when you-re dragged out of a house fire. No idea if that helped but if it did, yay!

So they can tell by your carbon monoxide level.
I do not believe there are such tests. You can simply tell by the scent of the person-s clothes - bad odor of their breath.

Although, there are resources to aid people to quit smoking.
they should take an x ray of your lungs to help determine the conditions of your lungs. or run a scan on you .
